Implementation of the national project “Education” in preschool educational institutions

Dear Colleagues!

As you know, in accordance with the objectives of the Decree of the President of the Russian Federation of May 7, 2022 No. 204 “On national goals and strategic objectives of the development of the Russian Federation for the period until 2024,” the national project “Education” was developed.

Full-scale implementation of this project began in January 2019.

One of the objectives of the national project is: “raising a harmoniously developed and socially responsible personality based on the spiritual and moral values ​​of the peoples of the Russian Federation, historical and national-cultural traditions”

It is planned to implement 4 main directions of development of the education system:

  1. Updating the content of education.
  2. Creation of the necessary modern infrastructure.
  3. Training of relevant professional personnel, their retraining and advanced training.
  4. Creation of the most effective mechanisms for managing this area.

As part of the national project “Education”, 10 federal projects will be implemented:

  1. Project "Modern School".

The objective of the project: to introduce new methods of teaching and education, modern educational technologies in Russian schools, as well as updating the content and improving methods of teaching the subject “Technology”.

2. Project “The success of every child”.

Project objective: to form an effective system for identifying, supporting and developing abilities and talents in children and youth, aimed at self-determination and professional guidance for all students.

3. Project “Support for families with children.”

The objective of the project: to create conditions for the early development of children under the age of three and to implement programs of psychological, pedagogical, methodological and advisory assistance to parents of children receiving preschool education in the family.

4. Project “Digital Educational Environment”.

Project objective: to create a modern and safe digital educational environment that ensures high quality and accessibility of education of all types and levels.

5. Project “Teacher of the Future”.

Project objective: implementation of a national system for professional development of teaching staff, covering at least 50% of teachers in general education organizations.

6. Project “Young Professionals” (increasing the competitiveness of vocational education).

Project objective: modernization of vocational education, including through the introduction of adaptive, practice-oriented and flexible educational programs.

7. Project “Social elevators for everyone”.

Project objective: to create a system of professional competitions that gives citizens opportunities for professional and career growth.

8. Project “New opportunities for everyone”.

Project objective: to create a system within which workers will be able to continuously update their professional knowledge and acquire new professional skills, including competencies in the field of the digital economy.

9. Project "Export of Education".

Project objective: doubling the number of foreign citizens studying at universities and scientific organizations, as well as implementing a set of measures for their employment.

10. Project “Social Activity”.

Project objective: to create conditions for the development of mentoring, support for public initiatives and projects, including in the field of volunteering.

The most relevant projects for the preschool education system are: “Modern School”, “Success of Every Child”, “Support for Families with Children”, “Teacher of the Future”, “Digital Educational Environment”, “Social Activity”.

To implement the tasks of federal projects it is necessary:

to the manager:

— develop local regulations;

— ensure coordination and control of the activities of structural units, teaching and other employees of the kindergarten;

— ensure (within the limits of their powers) the effectiveness and efficiency of the use of budget funds, as well as funds coming from other sources;

— ensure that team members are sufficiently informed about the tasks of the preschool educational institution within the framework of the national project and the state of affairs in their implementation;

senior teacher:

develop a program for the implementation of the national project “Education” in preschool educational institutions;

— create scientific, methodological and organizational conditions for the implementation of federal projects;

— organize a set of methodological activities aimed at teachers mastering professional competencies to solve the problems of federal projects;

teachers and specialists of preschool educational institutions:

— create psychological and pedagogical conditions for solving the problems of federal projects;

— enrich the developmental subject-spatial environment in the group (DOE) in all areas of projects;

— develop educational and methodological kits for ongoing projects;

— develop and conduct educational events that contribute to the implementation of project objectives;

— to involve parents in the educational process for the purpose of teaching, raising and developing their children within the framework of the national project “Education”.
